International Open Space Conference: Skills, Competences, Inclusion

Developing Human Capital Policies and Projects in the Danube Region

Priority Area 9,Investing in People and Skills, with the support of the Austrian Federal Ministry for Education, the Arts and Culture and the Austrian Federal Ministry of Labour, Social Affairs and Consumer Protection are hosting an open space conference on the topics of skills, competences and inclusion.

Why should you attend this conference?

In order to boost the development of the Danube Region and face its specific challenges, the EU Member States have endorsed the EU Strategy for the Danube Region (EUSDR) in April 2011. Following the financial and economic crisis, education and labour market policies are on top of the European agenda, also in the Danube Region. There is a need to stem the rise of youth unemployment and to improve the quality and quantity of relevant skills and competences. Education and training can help to bridge the growing divide resulting from an ever-deeper inequality in many areas of life. In the context of tight public finances, more efficient investments in quality and equitable education and training systems are required to lay the foundations for sustainable, smart and inclusive growth in line with the EU 2020 targets.

Within the implementation of the EUSDR, the Coordinators of Priority Area 9 (PA9) „Investing in People and Skills“ (1) have established an efficient and well-functioning working structure with eight Working Areas aiming at a concrete support for transnational (pre-university) education and labour market policies in the Danube Region. In 2012, an integrated and coordinated stock-taking process was initiated in Vienna with the first PA9 stakeholder conference to collect and develop new ideas and to assemble motivated people in an inspirational meeting.

The aim of the 2nd stakeholder conference entitled “Skills, Competences, Inclusion” is to continue these efforts. It will reassemble actors and promoters of the EUSDR from fourteen Danube Region countries in an Open Space setting in order to develop innovative regional human capital policies, projects and networks in thematic fields such as the quality and efficiency of education systems; the promotion of creativity and entrepreneurship in education and training to foster innovation; the improvement of cross-sector policy coordination to address demographic and migration challenges; the cooperation between key stakeholders of labour market, education and research policies to develop learning regions and environments; the empowerment of marginalised communities in the Danube Region such as the Roma communities; and comprehensive lifelong learning strategies. Concrete action should be undertaken also in view of the growing need for equity, social cohesion and active citizenship.

The Open Space Conference will provide a laboratory of ideas and a fully collaborative approach which puts the ownership of the participants at the heart of the Strategy. Thus, the conference requires that all participants discuss, reflect and interact in order to develop new and unique approaches.

How does Open Space Work?

Open Space is a working method for meetings of large groups requiring little structural pre-settings, an interested and committed group and a high level of self-organisation. It is based on the “creativity of informality” and insofar objects to accustomed rules of conferences and meetings. Participants of Open Space Conferences create the agenda at the beginning of the event by expressing their interest to talk about certain questions and raise their own subjects which in traditional conferences would sometimes pass almost unnoticed.

Conference: European Funding Opportunities for Competitiveness and Innovation in the Danube Region

The Ministy of Finance and Economics of the State of Baden-Württemberg is organising an event on European funding opportunities for competetiveness and innovation in the Danube region on 11.12.13 in Stuttgart.

Starting in 2014, a new period of European funding commences with the European Commission’s Directorates-General InfoRegio (Regional Policy), Enterprise and Industry and Research and Innovation launching new calls offering new opportunities for transnational cooperation. The first calls for proposals are expected to be published in December 2013. The European Commission stresses the importance of identifying and making use of synergies between the different programmes. This one-day event in Stuttgart is a first chance for participants to find out about different programmes and their content, what particular programmes are available to support transnational cooperation between SMEs, academia and stakeholders from the Danube Region as well as offering a platform for first meetings between participants in establishing partnerships.
